This SAIT submission, dated 29 July 2025, provides comments on proposed amendments to Chapter 98 of the Customs and Excise Act concerning the Automotive Production and Development Programme (APDP). It supports the inclusion of electric vehicle (EV) manufacturing under APDP as a forward-looking move aligned with global trends. However, due to the complexity of the APDP and the procedural requirement to complete 47 DA 199 forms, SAIT recommends that a specialist review the amendment to ensure compliance and accurate interpretation of the relevant Notes and Schedules before implementation.
